13.09.2017 | DEval: Challenges for Development Cooperation – European Evaluation Perspectives

During the last two decades, the agenda of development cooperation has broadened gradually. While poverty alleviation still remains at the heart of the field, issues related to security, good governance, innovation and climate change have become ever more important. The well-being of individuals and the performance of societal and governmental structures in developing countries are influenced by fragile and conflict-affected contexts, the stagnation or even regression of democracy, and the increasing consequences of climate change. Furthermore, these issues have increasing repercussions on the societies of donor countries. They are highly political, many times beyond the reach of individual nation states, and they often challenge collective wisdom within the field:

  • What lessons can be drawn from development cooperation interventions in conflict driven countries such as Afghanistan or Syria?
  • Has the effectiveness of mitigation and adaptation in the area of climate change increased?
  • How are innovations for poverty alleviation in development cooperation to be assessed?
  • Finally, what does existing evidence tell us about the role of democracy support in development cooperation?

Against the background of evidence-based analysis, evaluation experts from several European countries will provide their perspectives and assessments on these questions and discuss implications for future directions in the field.
