Abstract: Cities are responsible for a resilient and low carbon urban development. On one hand cities contribute significantly to climate change, on the other hand they are especially prone to the effects of climate change. Through suitable arrangements they can foster climate protection and protect themselves against shocks caused by climate change. Therefore, it is necessary that existing integrated urban instruments and strategies (for example urban land use plans, master plans, town plans, city development strategies, urban designs), will be adapted to the new challenges of climate change. This includes appropriate guidelines and possibilities of financing. Consequently, cities will look different in the future than they do today.
The project aims to strengthen cities as actors of sustainable development. Lessons learnt from existing concepts of resilient and low carbon urban development will be analyzed during the project. Selected cities in India, Chile and South Africa will be supported in the climate proofing of their strategies and their own financing possibilities. Furthermore, the experiences will be shared at international meetings and conferences. The cities in the respective countries are selected in agreement with ministries and agencies responsible for urban development by predefined criteria (for example commitment of mayors, state of vulnerability, etc.).
