[:de]Der Europäische Entwicklungsbericht (European Report on Development – ERD) ist ein unabhängiger Bericht, der im Rahmen der Mobilising European Research for Development Policies-Initiative von der Europäischen Kommission sowie sieben EU-Mitgliedsstaaten (Deutschland, Finnland, Frankreich, Großbritannien, Luxemburg, Schweden, Spanien) unterstützt wird. Der nunmehr vierte ERD wurde von den drei europäischen Think Tanks Deutsches Institut für Entwicklungspolitik (DIE), Overseas Development Institute (ODI) und European Centre for Development Policy Management (ECDPM) erstellt.
Die MDGs wurden im Jahr 2000 verkündet. Seitdem hat sich die Welt gravierend verändert. Der ERD analysiert aktuelle Trends und Herausforderungen sozialer, wirtschaftlicher, ökologischer und politischer Entwicklung für die nächsten 20–30 Jahre. Der Bericht identifiziert dabei Schlüsselfaktoren, die zur Gestaltung einer neuen globalen Partnerschaft für Entwicklung beitragen können, um Armutsbekämpfung in den ärmsten Ländern in inklusiver und nachhaltiger Weise zu fördern. Drei solche Faktoren untersucht der Bericht 2013 im Detail: Entwicklungsfinanzierung, Handel und Investitionen sowie Migration.
Der Europäische Entwicklungsbericht baut auf vier Länderstudien – Elfenbeinküste, Nepal, Peru, Ruanda – lokaler Forschungsinstitutionen vor Ort auf, die Erfahrungen von Entwicklungsländern mit internationalen Entwicklungszielen dokumentieren. Dazu wurden über ein Dutzend Hintergrundstudien von Forschern und Experten als Teil des Forschungsprozesses angefertigt. Darauf aufbauend entwickelt der Bericht Empfehlungen für globales kollektives Handeln im Rahmen der Post-2015-Agenda und gibt unter anderem konkrete Hinweise für die Europäische Union.
Wie können Finanzierungs-, Handels- und Migrationspolitiken angepasst werden, um stärker zu inklusivem und nachhaltigem Wachstum beizutragen? Auf welcher Ebene – global, regional, national – muss angesetzt werden, um die Kohärenz zwischen diesen verschiedenen Politikfeldern zu fördern? Welchen Beitrag können Industriestaaten zu einer neuen Entwicklungsagenda leisten? Welche Interessen haben Entwicklungs- und Schwellenländer? Was könnten Bestandteile einer neuen Agenda sein? Diese und weitere Fragen werden im Rahmen der Bonner-Impulse-Veranstaltung beantwortet.

Information[:en]The European Report on Development (ERD) is an independent report, supported by the European Commission and seven EU Member States (Finland, France, Germany, Luxembourg, Spain, Sweden, United Kingdom) in the framework of the “Mobilising European Research for Development Policies” initiative. The fourth edition was prepared by a research consortium of the Overseas Development Institute (ODI), the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE) and the European Centre for Development Policy Management (ECDPM).
Based on the observation that the world we live in has gone through major changes since 2000 and looking at the likely trends and challenges for the next 20-30 years, the ERD 2013 attempts to identify key potential drivers of a global partnership for development post 2015, in order to tackle poverty in the poorest countries in an inclusive and sustainable manner. Three such drivers are highlighted: flows of money (development finance), flows of goods (trade) and flows of people (migration). The analysis of the report is enriched by four country case studies prepared by local research institutes, and a dozen background papers by practitioners and academics. Building on this material and the illustrations it offers, the report presents a series of policy recommendations for international collective action in a post-2015 agenda, and also more specifically for the European Union.
How could finance, trade and migration policies be more supportive of inclusive and sustainable development and poverty reduction, thereby complementing further improvements in development cooperation policies? At which level (global, regional, national) might efforts to strengthen policy coherence have the most impact? And in what areas are they most likely to be accepted and implemented? How could more advanced countries contribute most usefully to global development post-2015? Which interests do emerging economies have in a global agenda? What could be the principles of a new development agenda? These and other questions will be addressed by this Bonner Impulse event, organised by the German Development Institute / Deutsches Institut für Entwicklungspolitik (DIE), EADI & VENRO.
