The Council of the European Centre for Medium-Range Weather Forecasts (ECMWF) has decided on Wednesday, December 9, 2020, that a new location of the European authority with about 150 employees will be established in Bonn as of 2021.
Federal Minister of Transport Andreas Scheuer commented: “This is a huge success. In recent months we have really fought hard for Bonn as the new location for the European Centre for Medium-Range Weather Forecasts. Up to the last second it was highly exciting. But the effort has been worth it: From now on, we in Bonn will be able to jointly advance weather and climate research in Europe at the highest level”.
Armin Laschet, Minister President of the State of North Rhine-Westphalia stated: “The effort has been worthwhile. The decision of the European Centre for Medium-Range Weather Forecasts to locate in Bonn is a decision in favor of Europe, of excellence and networking. North Rhine-Westphalia offers the ECMWF and its staff excellent working and living conditions in the heart of Europe with exceptional conditions in the fields of science, research and sustainability. Once again, the City of Bonn has proven itself to be a top international location and science center – the joint promotion of the city, state and federal government has paid off”.
Mayor Katja Dörner added: “I am delighted with the decision to locate the ECMWF in Bonn and would like to thank both the Federal Government and the State Government of North Rhine-Westphalia most sincerely for their outstanding commitment. The success of the German application shows that Bonn is highly attractive worldwide as an international UN and science location. The ECMWF is an important building block in further strengthening our international profile. Already today, I would like to warmly welcome the staff of the ECMWF to Bonn!
The ECMWF is a scientific world leader in global numerical weather forecasting and climatology and a central component of the European infrastructure in the field of weather forecasting and climate research. It is currently headquartered in the UK and needs an additional office in the EU due to the impending Brexit. The new location will be used to carry out the tasks that the ECMWF will take on within the framework of the EU Earth Observation Programme “Copernicus” and, in the future, within the framework of the DEU Digital Strategy (“Destination Earth”): both are essential programmes for observation and adaptation to climate change, which are also extensively supported by Germany nationally in terms of content and funding.
Bonn has managed to succeed in competition with eight high-quality offers from our European neighbors. The city offers all the prerequisites for the ECMWF: a central location in Europe with an excellent infrastructure, very good living conditions for ECMWF staff and their families and, above all, extensive opportunities for cooperation as a UN and science location with a strong focus on climate and environmental issues.
The German offer, which will now be implemented in Bonn starting in 2021, includes an attractive new campus for the ECMWF in Bonn. The campus will be built on federal property in Bad Godesberg-Nord at Ludwig-Erhard-Allee near the BMU and will include an office building, a conference building and a staff restaurant. Already in the first half of 2021, the first employees of the ECMWF will move to Bonn to an interim location at the BMU. The relocation should then be completed in the second half of 2023.
In the application process, the Federal Ministry of Transport and Digital Infrastructure (BMVI) worked closely with the Federal Ministry of the Interior, Building and Homeland Affairs, the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU), the Federal Foreign Office, the Federal Office for Building and Regional Planning, the Federal Agency for Real Estate, the State of North Rhine-Westphalia and the City of Bonn.

Der Rat des Europäischen Zentrums für mittelfristige Wettervorhersage (EZMW) hat am Mittwoch, 9. Dezember 2020, entschieden, dass ab 2021 in Bonn ein neuer Standort der europäischen Behörde mit ca. 150 Mitarbeiterinnen und Mitarbeitern aufgebaut wird.
Bundesverkehrsminister Andreas Scheuer: „Das ist ein Riesenerfolg. Wir haben in den vergangenen Monaten wirklich sehr um Bonn als neuen Standort für das Europäische Zentrum für mittelfristige Wettervorhersage gekämpft. Bis zur letzten Sekunde war es hochspannend. Doch der Einsatz hat sich gelohnt: Ab sofort können wir in Bonn gemeinsam und auf höchstem Niveau die Wetter- und Klimaforschung in Europa vorantreiben.“

Das EZMW ist wissenschaftlich weltweit führend in der globalen numerischen Wettervorhersage und Klimatologie und ein zentraler Bestandteil der europäischen Infrastruktur im Bereich Wettervorhersage und Klimaforschung. Es hat derzeit seinen Hauptsitz in Großbritannien und benötigt aufgrund des Brexits eine zusätzliche Niederlassung im Gebiet der EU. Vom neuen Standort sollen die Aufgaben ausgeführt werden, die das EZMW im Rahmen des EU-Erdbeobachtungsprogramms ,,Copernicus“ und zukünftig im Rahmen der DEU-Digital Strategie (,,Destination Earth“) übernimmt: wesentliche Programme zur Beobachtung und Anpassung an den Klimawandel, die von Deutschland auch national inhaltlich und finanziell umfangreich unterstützt werden.
Bonn hat sich gegen acht hochqualitative Konkurrenzangebote europäischer Nachbarn durchsetzen können. Die Stadt bietet alle Voraussetzungen für das EZMW: eine zentrale Lage in Europa mit exzellenter Infrastruktur, ausgezeichnete Lebensbedingungen für die Mitarbeiter des EZMW und ihrer Familien und vor allem auch umfangreiche Kooperationsmöglichkeiten als VN- und Wissenschaftsstandort mit Schwerpunkten in Klima- und Umweltthemen.
Das deutsche Angebot, welches nun ab 2021 in Bonn umgesetzt wird, umfasst einen attraktiven neuen Campus für das EZMW in Bonn. Der Campus wird auf dem bundeseigenen Grundstück in Bad Godesberg-Nord an der Ludwig-Erhard-Allee nahe dem BMU erstellt und umfasst neben dem Bürogebäude auch einen Konferenzbau und ein Betriebsrestaurant. Bereits im ersten Halbjahr 2021 werden die ersten Mitarbeiterinnen und Mitarbeiter des EZMWs nach Bonn an den Interimsstandort im BMU umziehen. Der Umzug sollte dann in der zweiten Jahreshälfte 2023 abgeschlossen sein.
Bei der Bewerbung hat das Bundesministerium für Verkehr und digitale Infrastruktur (BMVI) eng mit dem Bundesministerium des Innern, für Bau und Heimat, dem Bundesministerium für Umwelt, Naturschutz und nukleare Sicherheit (BMU), dem Auswärtigen Amt, dem Bundesamt für Bauwesen und Raumordnung, der Bundesanstalt für Immobilienaufgaben, dem Land Nordrhein- Westfalen und der Stadt Bonn zusammengearbeitet.
