Hochschule Bonn-Rhein-Sieg and GIZ have started new research project on policy learning in social protection

The International Centre for Sustainable Development (IZNE) at the Hochschule Bonn-Rhein-Sieg is working collaboratively with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on the interdisciplinary research project “International Policy Learning and Policy Change: Scientific Inputs for the Dialogue on Social Protection with Global Partners”. Nowadays, social protection is considered to be an important instrument for poverty reduction. Many governments of low and middle income countries have started to introduce social protection measures or to extend the coverage and improve the functioning of their national social protection systems. Furthermore, countries are increasingly engaging in a global dialogue on social protection to exchange experiences and best practices. Within this context the research project addresses several questions: What determines policy learning in social protection? What are the processes of policy learning? Can these processes potentially influence policy change? The collaborative research project is jointly headed by Christof Kersting (GIZ) and Prof. Dr. Katja Bender (IZNE). The research team includes Sonja Keller, Tim Stoffel and Holger Willing (all IZNE).

Funktionierende soziale Sicherungssysteme gelten als ein wichtiger Ansatz zur Bekämpfung von Armut. Daher bauen viele Niedrig- und Mitteleinkommensländern derzeit ihre nationalen sozialen Sicherungssysteme weiter aus. Gleichzeitig findet zunehmend ein globaler Dialog zu diesem Thema statt, in dem sich die  Länder über ihre Erfahrungen sowie zu best practices austauschen. In diesem Kontext widmet sich das Forschungsprojekt verschiedenen Fragen: Welche Bedingungen prägen internationales Politiklernen im Bereich der  sozialen Sicherung? Wie gestalten sich diese Prozesse? Welche Potenziale bestehen, Politikwandel zu beeinflussen? Das Vorhaben wird gemeinsam geleitet von Christof Kersting (GIZ) und Prof. Dr. Katja Bender (IZNE). Das Forschungsteam besteht aus Sonja Keller, Tim Stoffel und Holger Willing (alle IZNE).
