UN Climate Change Secretariat: Developing contry Parties achieve historic milestone of the measurement, reporting and verfication (MVR) framework.

The UN Climate Change Secretariat has published the first reports resulting from the new international consultation and analysis (ICA) process for reporting by developing countries.

The ICA process is a process that contributes to the trust-building among Parties by sharing information on actions to address climate change amongst governments in a transparent manner.

The reports are a summary report of the technical analysis of the biennial update report (BUR) submitted by the former Yugoslav Republic of Macedonia in February 2015 and a report of the analysis of the REDD-plus technical annex submitted with the BUR of Brazil in December 2014.

The publications come shortly before the UN Climate Change Conference in Paris (30 November to 11 December) at which a new universal climate change agreement will be concluded and constitute a milestone in the establishment of the measurement, reportng and verfication (MVR) arrangements for developing country Parties.

Both reports were published well in advance of the 15 month deadline set by governments and further reports are in the last stages of publication.

Following the submission and analysis of the technical annex on REDD-plus, Brazil can now seek results-based payments for forest protection under the Convention. The technical analysis of BURs, as in the case of Macedonia, can also help increase the capacity of developing countries to carry out the reporting requirements under the Convention process.

Both reports are outcomes of the first-ever round of technical analysis of 11 BURs, including those from the former Yugoslav Republic of Macedonia and Brazil, which was conducted by four teams of technical experts in May.

The second step of the ICA process, the facilitative sharing of views (FSV) among Parties, will be convened in form of a workshop in May 2016. The outcome of this exchange will be recorded and available on the UNFCCC website.
