14.10. – 16.10.2014 | United Nations in Bonn: Skills for Work and Life Post-2015 – UNESCO-UNEVOC Global Forum

Youth employability and green skills will be at the center of the global forum “Skills for Work and Life Post-2015”, organized by the UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training (TVET). From 14 to 16 October 2014, over 200 delegates from 70 countries from all continents will convene at the United Nations Campus in Bonn, Germany, to discuss the role of technical and vocational skills in addressing two major global challenges on the post-2015 development agenda: making youth employable and achieving sustainable development.

“For the past years, we have worked closely with our global network to come up with a shared vision for TVET, prioritizing youth and sustainable development”, says Shyamal Majumdar, Head of UNESCO-UNEVOC. “Now, it is time to translate this vision into concrete interventions and actions for the advancement of TVET worldwide,” he continued.

The forum will engage an international expert group of policy-makers, practitioners and researchers to discuss global directions identify concrete policy measures and propose areas of action. “To tackle youth unemployment is one of the biggest challenges of our times. The greening of TVET provides the opportunity to combine job perspectives with sustainable development in the field of environmental technologies and beyond”, says Dr. Georg Schütte, State Secretary at the Federal Ministry of Education and Research (BMBF).

Given that the unemployment rates for young people are two to three times higher than for adults, this is the top on the worldwide development agenda. In 2013 global youth unemployment was at 12.6 per cent. At the same time, new talents and new skills are needed to make the industry greener: in 2012 an estimated 5.7 million people worldwide were employed in the renewable-energy industry. This number could triple by 2030.

The outcome of the forum shall help shape concrete interventions of the UNEVOC Network and its members. “The Federal Ministry for Economic Cooperation and Development (BMZ) recognizes the relevance of TVET to tackle high youth unemployment in the world. In this context, we are pleased that there is a capable TVET-institution like UNESCO-UNEVOC with a unique global mandate and strong network of UNEVOC Centre’s across the world. We expect that UNEVOC will play a key role in the modernization of TVET systems and the implementation of the Shanghai Consensus. Therefore the BMZ would like to continue the financial and personnel support to UNESCO-UNEVOC in the future.” says State Secretary Dr. Friedrich Kitschelt from the Federal Ministry for Economic Cooperation and Development (BMZ).

With the 2015 target date for achieving the Millennium Development Goals (MDGs) and the six goals of Education for All (EFA) fast-approaching, debates on what a post-2015 education agenda and framework should look like are taking place across the globe. Recognizing rapid demographic and technological changes, countries are prioritizing TVET and skills development as a key strategy for tackling youth unemployment and promoting inclusive growth and sustainable development.

The global forum is organized with support of the Federal Ministry of Education and Research (BMBF) and the Federal Ministry for Economic Cooperation and Development (BMZ) in collaboration with the Federal Institute for Vocational Education and Training (BIBB) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the Federal Foreign Office of Germany and the German Commission for UNESCO.

The forum also features an exhibition showcasing innovative projects and products in international skills development, organized with support from Didacta International.

Background: UNESCO-UNEVOC is UNESCO’s specialized centre for technical and vocational education and training (TVET). It serves UNESCO Member States worldwide to develop and strengthen their TVET systems and helps countries implement skills development programmes and policies that are relevant, lifelong and accessible to all. UNEVOC contributes to increased opportunities for productive work, sustainable livelihoods and socio-economic development consistent with its aim of promoting learning for the world of work. Die Beschäftigungsfähigkeit Jugendlicher und „grüne“ Qualifikationen stehen im Mittelpunkt des Globalen Forums „Skills for Work and Life Post-2015“, das vom Internationalen Zentrum für Berufsbildung der UNESCO (UNESCO-UNEVOC) ausgerichtet wird. Über 200 Delegierte aus 70 Ländern aller Kontinente kommen vom 14. bis 16. Oktober 2014 auf dem Campus der Vereinten Nationen in Bonn (Deutschland) zusammen, um die Rolle technischer und beruflicher Qualifikationen bei der Bewältigung zweier großer globaler Herausforderungen auf der Entwicklungsagenda für die Zeit nach 2015 zu diskutieren: Wie kann die Vermittelbarkeit von Jugendlichen verbessert und eine nachhaltige Entwicklung herbeigeführt werden.

„In den vergangenen Jahren haben wir in enger Zusammenarbeit mit unserem globalen Netzwerk eine gemeinsame Vision für die Berufsbildung erarbeitet, in der Jugend und nachhaltige Entwicklung Prioritäten darstellen“, so Shyamal Majumdar, Leiter von UNESCO-UNEVOC. „Nun ist die Zeit reif, diese Vision in konkrete Interventionen und Maßnahmen zur Förderung der Berufsbildung (TVET) im Weltmaßstab umzusetzen.“

Eine internationale Expertengruppe von Politikern, Praktikern und Wissenschaftlern wird auf dem Forum globale Stoßrichtungen erörtern, konkrete Politikmaßnahmen bestimmen und Handlungsbereiche vorschlagen. „Jugendarbeitslosigkeit wirksam zu bekämpfen, ist eine der größten Herausforderungen unserer Zeit. Die ökologische Ausrichtung von TVET bietet die die Chance Jobperspektiven und nachhaltige Entwicklung im Bereich von Umwelttechnologien und darüber hinaus zu verquicken“, erklärt Dr. Georg Schütte, Staatssekretär im Bundesministerium für Bildung und Forschung (BMBF).

In Anbetracht dessen, dass die Arbeitslosenquote bei Jugendlichen um das Zwei- bis Dreifache über jener von Erwachsenen liegt, stehen diese Punkte ganz oben auf der weltweiten Agenda der Entwicklungspolitik. 2013 lag die globale Jugendarbeitslosigkeit bei 12,6 Prozent. Gleichzeitig bedarf es aber auch neuer Talente und Fähigkeiten, um die Wirtschaft grüner werden zu lassen: Im Jahr 2012 waren geschätzte 5,7 Millionen Menschen weltweit im Umfeld der erneuerbaren Energien beschäftigt. Diese Zahl könnte sich bis zum Jahr 2030 verdreifachen.

Das Ergebnis des Forums soll zur Ausgestaltung konkreter Maßnahmen des UNEVOC-Netzwerks und seiner Mitglieder beitragen. „Das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) erkennt die Bedeutung an, die der Berufsbildung beim Vorgehen gegen die hohe Jugendarbeitslosigkeit in der Welt zukommt. Vor diesem Hintergrund sind wir froh, dass es eine kompetente Institution im Bereich Berufsbildung wie UNESCO-UNEVOC gibt, die über ein einzigartiges globales Mandat und ein leistungsfähiges Netzwerk von UNEVOC-Zentren weltweit verfügt. Wir gehen davon aus, dass UNEVOC eine Schlüsselrolle bei der Modernisierung der Berufsbildungssysteme und der Umsetzung des Shanghai-Konsensesspielen wird. Daher möchte das BMZ seine finanzielle und personelle Unterstützung für UNESCO-UNEVOC auch künftig fortsetzen“,erläutert Dr.Friedrich Kitschelt, Staatssekretär im Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ).

Das Jahr 2015, in dem die Millenniums-Entwicklungsziele (MDG) und die sechs Ziele „Bildung für alle“ (Education for All/EFA) verwirklicht werden sollen, nähert sich rasch. Daher finden in aller Welt Debatten darüber statt, wie die Bildungsagenda und der Bildungsrahmen nach 2015 aussehen sollten. Angesichts des rasanten demografischen und technologischen Wandels messen die Länder der Berufsbildung und Qualifizierung einen hohen Stellenwert als Schlüsselstrategie für die Bekämpfung der Jugendarbeitslosigkeit und die Förderung eines inklusiven Wachstums und einer nachhaltigen Entwicklung bei.

Das Forum wird mit Unterstützung des Bundesministeriums für Bildung und Forschung (BMBF) und des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) und in Zusammenarbeit mit dem Bundesinstitut für Berufsbildung (BIBB) und der Deutschen Gesellschaft für Internationale Zusammenarbeit (GIZ), dem Auswärtigen Amt und der Deutschen UNESCO-Kommission veranstaltet.

Begleitend zum Forum werden auf einer mit Unterstützung von Didacta International organisierten Ausstellung innovative Projekte und Produkte im Bereich der internationalen Kompetenzentwicklung präsentiert.

Hintergrund: UNESCO-UNEVOC ist das Fachzentrum der UNESCO für technische und berufliche Aus- und Weiterbildung. Es unterstützt die Mitgliedstaaten der UNESCO weltweit bei der Weiterentwicklung und Verbesserung ihrer Berufsbildungssysteme und ist den Ländern bei der Umsetzung relevanter, lebenslanger und allen zugänglicher Qualifizierungsprogramme und -konzepte behilflich. UNEVOC trägt gemäß seinem Ziel „Promoting learning for the world of work“ („Das Lernen für die Arbeitswelt fördern“) dazu bei, vermehrt Möglichkeiten für produktive Arbeit, nachhaltige Lebensgrundlagen und sozioökonomische Entwicklung zu schaffen. Seine wichtigsten Programmschwerpunkte sind Jugendbeschäftigung und -qualifizierung, eine ökologisch orientierte Berufsbildung, Lehrerausbildung und Unternehmertum, die durch einen verbesserten Informations- und Wissensaustausch, evidenzbasierte Praktiken, den Aufbau von Netzwerken, regionale und internationale Zusammenarbeit sowie den Nord-Süd-Süd-Dialog gefördert werden.
