DIE would like to invite you to this year’s second Managing Global Governance (MGG) Public Lecture: “Beyond Aid” and the future of development cooperation (event language is English)

Development cooperation is under pressure to change. It is no longer used to only address income poverty but also a large variety of development challenges, including climate change, inequality and insecurity. Is it inevitable that development cooperation extends its scope to address such challenges, or would it make more sense to retain the focus on poverty reduction and concentrate on an ever smaller number of mostly fragile countries? Can development cooperation actors produce added-value at all in globalised policy fields where numerous other actors interfere? And against this backdrop, what is the future of major development cooperation agencies?

Naohiro Kitano, Deputy Director of the Japan International Cooperation Agency (JICA) Research Institute, and Yasutami Shimomura, Professor Emeritus at Hosei University in Tokyo, will address these and other issues as high-ranking experts in the development cooperation field. What makes their views particularly interesting is the fact that Japanese “aid” models have differed from those of Western OECD countries since the very beginning.

Jirka Vierhaus will bring in the perspective of GIZ, drawing from his experience as a Senior Policy Advisor for Corporate Development. Stephan Klingebiel, head of department “Bi- and multilateral Development Cooperation” at DIE, is going to chair the session, inviting questions and comments from the audience.

The MGG format for young professionals from emerging economies is on to the 12th round this year. DIE and GIZ implement it jointly on behalf of the German Ministry for Economic Co-operation and Development (BMZ).

Entwicklungszusammenarbeit (EZ) steht unter hohem Veränderungsdruck. Sie soll nicht mehr nur Einkommensarmut überwinden helfen, sondern Beiträge zu vielfältigen Entwicklungsherausforderungen wie Klimawandel, Ungleichheit und Sicherheit leisten. Ist eine Öffnung von EZ gegenüber diesen Herausforderungen unabdingbar, oder sollte der Schwerpunkt auch in Zukunft auf Armutsreduzierung in einer kleiner werdenden Zahl fragiler Staaten liegen? Können EZ-Akteure in “globalen” Themenfeldern angesichts der Vielzahl anderer Akteure überhaupt einen Mehrwert leisten? Welche Zukunft haben vor diesem Hintergrund die großen Entwicklungsagenturen?

Diesen und weiteren Fragen werden sich mit Naohiro Kitano, dem Stellv. Direktor des Japan International Cooperation Agency (JICA) Research Institute, und Yasutami Shimomura, Professor Emeritus and der Hosei University Tokyo, zwei sehr hochrangige Gastredner aus Japan annehmen. Die Sichtweise der beiden international anerkannten Experten ist auch deswegen so interessant, weil das japanische “Aid”-Modell seit jeher von dem westlicher OECD-Staaten abweicht.

Jirka Vierhaus wird die Perspektive der GIZ einbringen, bei der er als Senior-Fachkonzeptionist im Bereich Unternehmensentwicklung arbeitet. Die Moderation der Veranstaltung übernimmt Stephan Klingebiel, Leiter der Abteilung “Bi- und Multilaterale Entwicklungspolitik” am DIE. Das MGG-Format für Nachwuchsführungskräfte aus aufstrebenden Schwellenländern geht in diesem Jahr in die 12. Runde. Es wird gemeinsam von DIE und GIZ im Auftrag des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) durchgeführt.
